James Lowell Hill was born 27 August 1943, the first child of Thomas Tyler Hill and Lois Viola Peterson Hill, in Des Plaines, Illinois.
He died on 5 February 2025 at age 81, in Boulder, Colorado, of pancreatic cancer.
He is survived by his wife Janet Swan Hill of Boulder, Colorado; his daughter Scottie Johanna Hill and husband Andrew Gleckman of Tacoma, Washington; and his youngest brother Peter F. Hill and wife Kathlean Cain Zinnel of Bloomington, Minnesota. He is preceded in death by his parents and by his younger brother David Thomas Hill, all of Rochester, New York.
Jim lived in Des Plaines, Illinois; Lake Geneva, Wisconsin; Tenafly, New Jersey; Winchester, Massachusetts; Rochester, New York; Williamstown, Massachusetts; Princeton, New Jersey; Washington, DC; Reston, Virginia; Evanston, Illinois; and Boulder, Colorado.
He graduated from Winchester High School in Winchester, Massachusetts; he received a Bachelor's degree in Economics from Williams College in Williamstown, Massachusetts; and he received a Master's degree in Public Affairs from Princeton University's Woodrow Wilson School of Public and International Affairs in Princeton, New Jersey.
Jim served in the United States Army in Vietnam from 1968 to 1970.
Jim's career in budget and finance included employment in the U.S. Office of Management and Budget in Washington, DC;
the U.S. Railroad Retirement Board in Chicago, Illinois; the budget office for the University of Colorado in Boulder, Colorado; and the budget office for the Colorado State Board for Community Colleges and Occupational Education in Denver, Colorado.
He was a member of the Boulder Rifle Club; with Janet he was a longtime supporter of the University of Colorado Buffaloes Women's Basketball team; and he was a devoted husband and father in support of Janet's and Scottie's synchronized figure skating teams.
